Can a hotel beach concession in Jalisco insist you pay to sit at the beach?
Many hotels in Puerto Vallarta have their palapas set out on the beach so you can sit in some shade. You can order drinks and food from their waiters. But if you choose to not sit under their umbrellas (maybe bring your own), are you still obligated to pay the upwards of $5/person for their little plastic ID bracelet?

Private beaches are almost non exsistent in Mexico. Hotels may have some penned off areas but close to the water is Federal property and open to the public.
Permits are issued to people that put up Palapas and Chairs and they are not free. It is their business. The bracelet is optional for the beach.

It's a scam unless you order drinks / lunch or stay at the resort. They don't encourage 'Freeloaders' to use their facilities even thou it's on Federal property.
