what anime town has the worse of luck?

I agree with you when you say Karakura town from Bleach. I mean with everything thats happening there at the moment, not to mention in the past where everything would basically be an earthquakes fault when mysterious holes appeared and the ground started shaking and buildings collapsed. I dont think I would ever want to live in Karakura, the Soul Society however wouldn't be too bad considering you would actually know what was going on rather than make assumptions or die by something that you couldn't even see.

The worst luck? Well, it's not anime, but in Megas XLR, Jersey City has huge supervillain/giant robot attacks on pretty much a daily basis. And their resident hero, Coop, tends to cause as much collateral damage as he prevents. They have good insurance, though, so they don't ever get completely destroyed. All sorts of crazy stuff. Alternatively, New York City is the home of Reed Richards and Stephen Strange (from Marvel), and as a result is constantly victim to cosmic level threats.
