In mathematics and science, what does ∑ mean if there isn't....?

anything below or above it? Is it still a summation? Am I supposed to assume it starts at 0 and goes to infinity?

It surely is abuse of notation! It is quite sloppy and means the sum over all possibilities which depends on the context. If you are dealing with terms based on natural numbers then the sum from 1 through infinity would be the answer.
