A Blocked User is a person who cannot add you to their Contacts list or contact you via IM or email.
Blocked Users will not have access to your Network or your Q&A via your public profile page.
Additionally, Blocked Users will not be able to view any questions that you have asked.They will however be able to see answers that you give to others questions. Some users know how to get around the block and if a blocked user does this and answers your questions you report them as blocked user answering, it is a terms of service violation.

Normally yes, but unfortunately there are loopholes. So if you have problems with a user and he knows these workarounds, he might still be able to read and answer your questions. No, I will not disclose how that works, because we don't need further YA abuse, but please do report the user if you get the feeling that he harasses you!
