Can half of 30 amp circuit breaker be bad?
I bought a new dryer yesterday from Lowes and when I got home and connected it everything was working fine, put clothes in dryer but no heat. I brought the dryer back to Lowes and told them it was not working properly and they gave me another new one. When I got home and connected it...same thing....no heat. I read in the manual if dryer works but no heat one of the fuses is bad (if you have fuses) or the breaker tripped....which...if it tripped then it would not work....but it does, just with no heat. I have breaker box...the dryer one is a 30 amp doubled looking one. What do I need to do? Is half the breaker bad and needs to be replaced? It's the kind that pops right out with two wires attached.
I connected cord the same way the other dryer was hooked up and the dryer worked exept with no heat then I started thinking.....maybe the wires need to be reversed (3 wires..2 hot with white neutral ground in middle) so I did that and dryer did not even come on so I put it back the way I had it the first time and it started working again but with no heat.

It's possible that half of the 30 amp breaker is bad, but not real likely. It's more likely that you attached something wrong when you were installing the cord, or that there's an issue with something in the plug recept, which you should check for power. Make sure that there's 110 to both live sides, from the center neutral line, and 220 across the two hot lines. If all checks out well, then there are issues with the connection to the dryer itself. Too bad you can't take a pic of the connection with the plate off, for the cord in the back of the dryer.
It also wouldn't hurt to be able to either email or IM you.

Yes, a breaker can be bad on 1 side as where the clamps of the breaker meet the panel bus bar, there can be a bad connection on 1 side of breaker,
A electrical tester would be a good friend here to check voltages at the dryer outlet and or on the breaker.
Who installed the cord on the dryer?
Maybe that is wired incorrectly.

Yes it does sound like your breaker is bad, Happens all the time as far as your cord being hooked up wrong, I seriously dout it if it was it would have shorted out and tripped the breaker, Replacing a breaker isn't to hard you can always turn the main off if electricty scares ya and replace the breaker if not 80$ should be suffient for an electrician to replace it much more would be a rip off.

30 A double breaker is nothing more than two 30 amp breakers working in unison.
This is a lot of juice. 220 volts can make a great and lasting impression on you if you are not careful. Call electrician and let him get you out of this one.
