It means you have already completed your 8 year Military Service Obligation (MSO).
If you still had time remaining on your MSO, this block would have listed your through date for completion of the MSO.
If you have completed your MSO, and have not signed any other contractual agreement that places you currently in the military - then you are not in the military.

It reads to me that you are still in. I would contact them and find out what exactly they mean. Those numbers would indicate an open ended contract to me.
