1)there is the song 'Blue Moon of Kentucky' true. But there is also a song called 'Yellow Rose of Texas' too. It is just a song. Back in the 50's such music was popular as many up and coming singers like Elvis and many established country stars (such as Carl Perkins for example) were trying to sing the new style that would become Rock & Roll.
2)If there is a Blue Moon in Kentucky it would be a Blue Moon else where too (the term 'blue moon' is that it is the second full moon within a given month...So if say January had a full moon on the 1,2, or 3rd and then on the 30th or so another full moon, the one on the 30th would be the 'Blue Moon')
3) Kentucky IS known for having a variety of grass called 'Blue Grass'. It is a hardy thick grass that does grow elsewhere as well. When first sprouting out it has a bluish green color to it, hence the name. It grows thick and fast

Kentucky doesn't have a blue moon. Kentucky is known as the Blue Grass state but that has nothing to do with the moon which isn't blue in Kentucky or anywhere else for that matter.
