It sounds like a bad pump...You might want to consider calling in an appliance repairman

As long as it's functioning properly won't overflow. They want the oxyclean in first so that it can dissolve and disperse throughout the machine. Probably worried that the stuff directly on the clothes might "burn" it or bleach a spot on it...
