ALL surgeons get their training in medical school, plus on-the-job practice.

Due to the very delicate nature of this surgery, there is no public-option intern program. The doctors train using eyes from cows, and finally human eyes donated to science (after you die). They don't work on live patients until they get to what is called "residency", where they THEN perform the surgeries while assisting a more experience surgeon.
