It comes from ancient Scandinavian custom. Scandinavians believed mistletoe to be a plant of peace.
Since it's a parasitic plant, when all the leaves fall off the trees, mistletoe remains green, so it's a perfect plant for Christmas time decoration.
Also there's a romantic story of Norse myth, Baldur and Norse goddess, Frigga how they were separated but reunited at the end.
