Are crimes of gambling with safety the same as outright murder? Possibly, but we have to factor in greed too. It seems that what Bin Laden does, is out of mistaken and evil ideology, whereas Union Carbide committed their murder for money.
Totally reckless negligence, that we have seen repeated again in Africa. Trafigura may not have felt so inclined to risk it's toxic dumping, if it would face proper criminal charges for such things.

Just look at how eagerly the poisoning incident was covered up and buried under a mass of gagging and "Super-injunctions". I was disgusted that our parliament played it's part in trying to hide that story.
It would be nice to think that Bhopal would finally see justice, but I fear they will not.

I think your question overlooks an important (& fairly obvious) point.
Union Carbide only killed a bunch of brown people. Whereas Osama Bin Laden had the temerity to kill white people. Of course few people will admit to it, but the reality is that the US is (& always has been) a deeply racist country.
