    Your computer is haunted ;)

Well do this, it's probably some sort of malware as opposed to being a virus. Download Malwarebytes Antimalware off of http://www.download.com/ and run a full scan

It's on the main page, most popular downloads

by saying "cool" is it a sound? Does it happen when you're not looking a websites? Your cpu is only a small part of your computer. It is a virus but not a malicious one that your antivirus is looking for. If you can isolate that problem (find out exacly what program is running) and make the problem happen as much as you want, you should be able to stop it. If it is a sound then some where on your computer is a sound file that only plays that sound. Search for audio files and see if you can find it. There is much more advice but I need to know more about when it happens and what programs are running.
