How would I be able to start a program to help people in Somalia?

I'm doing a project for government class, and we have the whole semester to solve or help solve a social conflict. I chose to do Somalia, but am unable to find any program to go through. Would I be able to start something on my own? I'm willing to spend a lot of time, and continue this project even after graduation. Who can I talk to? What resources are out there? Any help would be awesome!

Sorry- I should specify. I want to do something about education and the literacy rate.

    Very good.. You just look up some sites to see which orgs/groups/NGOs are carrying out work in that region. I am sure you will find many from your own country or nearby areas. Pick out the best. You can either mail them or contact them personally. They will guide you or better incorporate you into their work field.The latter is better because it will save you a lot of time and you can organize your work on bettering their performance rather than starting a new program yourself, you can help them by giving your own ideas and ways to work efficiently there. You can also contribute to their field work. Make notes of everything that you do. If you are really confident and have the time,you can start a new program with help from those who are in the field.
