I believe it's a shrug, not the kind that's in right now but one from a few years ago. I taught a class on super quick no-sew shrug making. We took a pair of leggings, cut the center back seam down to the crotch, and left the front seam of the leggings intact and then wore the legs as sleeves. You can also do this with thick sweater and opaque fashion tights as long as to cut them off at the ankle. Shrugs made of tights will run and ladder up the leg/sleeve if you yank on the bottom, so try not to tug or pull on the bottom. You can also hack up an old sweater, cutting the main body just below the armholes and cutting off most of the front. It's not too difficult to make yourself, the one in the picture does look like a DIY indy-style piece.
