This Pope (Benedict XVI) loves tradition and has revived several old fashioned pieces of papal attire. This hat is called a Cappello romano. He has revived the wearing of red papl shoes. Also - he even has revived the wearing of a santa claus like cap called the "Camauro".

This red summer hat is called a "Cappello romano". It's red as he is the Pope and red (as he had previously been elevated to Cardinal and "red" is their color). Although often Papal garments are white w/gold accents. The cappello romano (literally Roman hat) or saturno (because reminiscent of the ringed planet Saturn) is a hat with a wide, circular brim and a rounded rim worn outdoors in some countries by Catholic clergy, when dressed in a cassock.

There's something wrong with a person's fashion sense when he notices that an 80 year old man is wearing a silly hat and overlooks the fact that he also wears a dress.

That's not the pope, that's the bad guy from one of the star wars movies doing a force push to a jedi.
