For California saltwater (what I'm mainly familiar with), you need a license if you're 16 or older, but not if 15 or younger, and there's no requirement that you be accompanied by a licensed adult. However, I do recall seeing regulations for somewhere that required under-aged anglers to be accompanied by a licensed adult, and their fish would count against the licensed adult's limit. I think the deal there was that the under-aged angler could buy a license and then fish unaccompanied.
Since regulations vary by state (and by saltwater and freshwater for coastal states), I'd suggest you search online for the fishing regulations for your state and read the section about licensing.

Well now, I wish I "had my parents" when I was 13. I coulda sold um for some fishing tackle. Ok, sorry, couldn't resist the 13 year old question. Still learnin'. You should try "hooked on Phonicks". It really wurked for me!!
Seriously, you are going to be fine at 13 to fish wherever you want to. However, because I know you are a smart lad/lass, you'll call your local DNR (Department of Natural Resources) and ask them. While you're at it, ask them to send you a fishing guide with the rules in it and be sure to read it and abide by them. And if you find your way to Michigan's Upper Peninsula (also know as God's country), look me up and I'll take you fishing.

Yes of course 13 , but advise you are able to swim , and appreciate the environment , and try and be visible to other fishermen in case you get into a situation that my require some assistance, inform your parents where you are going, and time you will be back .just for safety reasons

What do you mean...?
You can be 6 and go fishing alone i guess.. Its possible, but its not safe.
Areyou fishing on a boat? Then no. If you are just fishing off a side of a lake then yeah i guess.. Aslong as there is no current.

What are you going to do, shoot yourself with the fishing pole? I was fishing (and hunting) by the time I was your age without help from any parents.

Will there be other people with you?
How far away from home will you be?
Will you have a cellphone with you so that you can contact your parents?
all of these should be answered, before even thinking about this.
But if you will be close to home with a phone and some other people with you, then i think it will be fine.
