Where does the last name "Rowe" come from?

What culture is that name from? What part of the world? What ethnicity?

    My Grandfather's Aunt's cousin married a Rowe, and apparently he did a lot of work on the Rowe family tree, but I've never been able to track any of it down... His name was Spencer.
