No. As a matter of fact, some people have used clove oil/vodka mixtures in separate containers to euthanize sick fish (not personally recommending this mixture - clove oil is often used as a euthanasia for fish, but I've never used it and have certainly never used it with vodka).

If you add Vodka to the tank the fish will die.

If by "catch a buzz" you mean die, then yes, they will catch a buzz.
