What's the best U.S. cell phone for making international calls to a U.K. cell phone?

What's the best U.S. cell phone for making international calls to a U.K. cell phone?

As question title really. I want someone who lives in the U.S.A. (who does not have internet so can't use Skype or anything like that) to be able to call my cell phone cheaply (I'm in the U.K.), using their cell phone (they have no landline).

Please please don't give answers suggesting that we do something that I've just made clear we can't do - such as "well, she could get a computer and use msn" or "get a landline", etc. Thanks.

I can call her for 6p a minute but it eats her credit (her "time") as U.S. cells usually charge money for RECEIVING calls. If she could call me cheaply instead, that would be much better as I don't get charged for receiving calls on my cell whilst in my home country (U.K.).

I want to get her a prepay type of cell phone, where she won't have big bills to pay.

Salerio, it matters because different companies charge different prices for international calls

I was referring to the best cell phone network (e.g. Alltel), but I don't know if you call them 'networks' over there.

Louis W, your answer and similar answers I've had on message boards are really making me think Americans don't bother reading stuff.

I made my question very specific and even included a paragraph making it clear what I did not want. I wanted to know about cell phones, not be told to get a job which includes a cell phone but would be no use to me as I'm in the UK like I made extremely clear, or be told to borrow from someone else

    Try and borrow one from someone else who will pick up the bill, or get a job which provides a phone as part of the package.

    I don't see why it matters what kind of cell phone is acquired. However I would suggest a Nokia simply because I like them and find them easy to operate.
