I thnk he meant that Romans is the highest point in Scripture which stands majestically above all the others in clarity and as a source of inspiration to all who gaze upon it. Like a high and mighty mountain it can be seen by people of different nations from far off as it calls out to everyone everywhere to come and believe the magnificent gospel of Jesus Christ! It is the lighthouse of Scripture; a beacon of saving Truth! I, myself, became saved after reading Romans 8!
