I'm thinking of shipping a small box of vitamins from the U.S to Mexico using Fed-Ex or UPS. Is there a way?
to have the recipient pay for the shipping charges? If so, what form do I need to fill out?

I'm sure each company has their own forms for shipping. But you also need to check and see if you're allowed to send it through customs. Not sure what restrictions there might be on them.

if their forms are like the forms from www.shipalliance.com which i am sure they are, as everyone is pretty standard. all you need to do is check the box that says bill to consignee (or recepient) on the bill of lading.
