The 2 reasons I can think of is one: marketing strategy. Since the pro bowl never really gets high ratings because it's after the biggest game of the season they're trying this out to see if having it before the superbowl will help it's ratings. And 2: the pro bowl is really such an anticlimactic end to every nfl season. It's really a vacation for the players so they don't really take it very seriously so it's just not really that competitive and therefore isn't all that exciting.
