What is the cost of replacing a 400 amp panel for a commercial building, in Los Angeles ?

Don't know what it is in LA, but I just had my 200 amp 3 phase service upgraded to a 400 amp 3 phase service. It was nearly $8,000. And that was at rock bottom price out in the sticks in North Florida. The contractor had to rewire from the weatherhead to the new main (panel and breakers), and rewire the existing subpanel, and add a new second subpanel. It ain't cheap for sure.
