you should know the following by now:

    a^x * a^y = a^(x+y)

    and b^x / b^y = b^(x-y)

    think of 10 as 10/1

    what's (10 / 1) / 10?

    it's 10^1 / 10^1... = 10^(1-1) so that's 10^0 (which you know is 1)

divide by 10 again and you have 10^0 / 10^1 = 10^-1 but that is equal to 1 / 10 because that is all we did

    so 10^-1 = 1/10

    divide by 10 again

    10^-1 / 10^1 = 10^(-1-1) = 10^-2

    but (1/10) / 10 = 1/100 = 1 / 10^2

    so 10^-2 = 1 / 10^2

carry on in this way and find out what 10^-4 is as a fraction
