In algebra (II), for quadratic functions, can a horizontal stretch be outside of the x^2?
The problem is asking me to horizontally stretch by a factor of 2 but my choices are only g(x)=1/2(x)^2 or g(x)=2(x)^2
Obviously I think my answer is g(x)=(1/2x)^2

You have the right thinking. The horizontal stretch of a factor of 2 will be either:
g(x)=(x/2)^2 or
g(x)=(1/4)(x)^2
In either case the 1/2 needs to be squared to give 1/4.
I checked this with mac grapher.
