I think a question needs to have all the necessary details in it but it should still be concise rather than overly wordy and full of extraneous information. It should be coherent and clear in what it is asking.
Similarly, with answers, its important to include all the important details and anything extra which may help, but nothing which is really unrelated. One word answers are not really helpful to people in general I assume.
