Is there such a thing as a automatic turn off for a fluorescent T8 bulb?
Basically i would like to have the bulbs turn off when there is adequate (10 lumens or so) of light in the building, and have it automated so having someone remember to do so is unnecessary. A automatic dimmer could be a option (if there is one) though i don't think you're supposed to use fluorescent bulbs with them.

To dim fluorescent lights you need a special fitting, a standard fitting will not dim.As has already been advised a photo cell will do the job wired up via a relay on the normally open contacts to the lighting circuit. The photo cell will allow the coil to remain de energized in good light and will energise in low light bringing on the lighting.

You would have to change the ballast. You can purchase a daylight harvesting ballast. Or a dimmable ballast with a Watt Stopper dimmer to match.
