Razor bumps are such a problem!!! Ugh!
My husband is Hispanic/White... and nothing worked to stop his razor bumps... but then my uncle, who is Hispanic/Black had him try what he uses, and it works really well. My uncle used to have bumps worse than my husband, but my uncle has used this stuff for years and he always looks clean shaven.
It's called "Bump Stopper" from a company called "High Time"... and he uses all 3 products... The shaving gel, the cream lotion, and the bottled liquid.
He still has problems here and there, but it is 100 times better than before! I even see that he doesn't get acne anymore.
Hope this helps! We get it at Wal-Mart, but there's a link to their website. It's really cheap - like $10 should get you all three treatments (gel, liquid, and lotion)

Some tips you might want to try.
For me, I use L'Oreal Comfort Max Aftershave Balm. It helps with the bumps and the redness, but I don't really get ingrown hairs so I can't help you there.
If it's really bad, you might want to switch to an electric razor. Pick up a decent one for $150 and never have to buy shaving cream.

Try using a loofah when you wash or an exfoliating body wash, and moisturize afterwards. Nair makes an aftershave oil that works well. If they are severely ingrown, tweeze them gently.
