Can ink cartridges for Epson printers be refilled?
If so, where? And how much will it cost?

Yes they can. You can purchase an inkjet refill kit and refill them yourself. Though I'd recommend purchasing professionally refilled cartridges from a reliable retailer. Be sure the retailer has a solid satisfaction and returns policy.

Jim is somewhat right. I dont know why you would be worried about your warranty for your ink cartirdges lol, and the ink level meter was only an estimate anyway, The printer cant actually tell how much ink is in there. Nice job Jim. Anyways, yes they can be refilled

You can get them refilled but the ink level indicator will not work and refilling voids any warranty you might have as evidence of refilling is the first thing checked for if a printer is returned for repair

Do yourself a favour and get your cartridges from Incycle.com you can get compatable catridges a a very low price and I have been using them for years.
