Which is better for video conferencing ... DHCP or static IP?
I must help link three sites so video calls can be initated by anyone in the company, not just the "tech savvy." If using DHCP will a call be more difficult to set up? Or will the Polycom device's MAC address provide enough information to rout the call?
Would static IP be simpler? What about cost of static vs. DHCP?

The MAC address will be useless to route the call. MAC addresses are *local* network addresses and are not propagated over the Internet. A dynamic IP address is really not a problem as there are many services that provide host names for dynamic IP addresses.

I'm not familiar with the device you're talking about but with most applications or devices if needed you can provide a host name rather than an IP address sites like dyndns.com can provide you with free dynamic DNS allowing you to use a host name rather than requiring a static IP.
The other way the device may work is if it authenticates with a server then it's likely that is how it'd route the call ie when you authenticate it'll find out your IP address.
Generally the cost of static ip vs dynamic is little to none - most business grade internet connections will provide at least 1 or 2 IP's free of charge per connection. If not then dyndns could provide a dynamic dns subdomain to allow each site to have its own "static" address.
You can't route IP traffic with only a MAC address so without authentication of some sort (ie each site to a remote server or a server at one of the 3 sites), a static IP or a host name(ie dynamic DNS) the call is unlikely to be able to routed.
