Probably not. As awful as dogfighting is, someone can be taught to be better. It will never get passed, because it would be political suicide, and there will always, unfortunately, be animal fighting no matter what.

By trash, I assume you mean the owner? Why focus on pits? There are many dogs more likely to attack a person than a pit.
