    Given four numbers to choose from, none of the 10 digits out of bounds, the answer is 10^4.

    Well, if we refer exclusively to the 537 prefix, then we can, by definition of the question, rule out the first 3 digits entirely. This leaves us with 4 suffix digits with which to make a number. Assuming we may start from 0000 and move in the range to 9999, this gives us 10,000 possible telephone numbers. Hope this helps.

    If there are no restrictions on the digits that can be used, there are 10000 numbers, from 537-0000 through 537-9999

    yup. above answer is correct. 10 to the power 4 (as you have four numbers left) so it's 10^4 = 10,000 possible combinations. :)
