Changing the Welfare System?

I am trying to come up with ideas on what needs to change in the welfare system today. I am talking about public Assistance. If anyone can give like ten ideas that would be great thanks

    1) mandatory work program, cleaning parks, separating recyclables ETC

    2) mandatory education and skill Development

    3) removal of welfare if convicted of a crime

    4) no use of carbon foot print items such as fuel for cars well on welfare

    5) no income increase for child birth if you have been on welfare for 5 or more years

    6) mandatory drug testing

    7) mandatory health checks every 6 months

    8) no use of alcohol or tobacco products

    9) stop obesity program

    10) no life time welfare( limit on how long you can remain on welfare

    i think of welfare could desire to contain giving them a non everlasting activity- consistent with possibility some activity like cleansing up or paving streets and pothole. cleansing up the climate of roads, cleansing up graffiti etc... a minimum of they may well be working for what they get. i don't think of human beings could desire to get not something for something in the event that they are able to paintings yet whilst somebody is disabled and desires suggestions, i'm thinking that. especially on condition that many of the working human beings have contributed to a gadget this is meant to pay them lower back.

    Make parents responsible... i.e. If a woman wants to get assistance for her child then she must provide the name of the father and the gov't will deduct extra out of his paycheck to help pay for her assistance. This might lessen the irresponsible birth rates.
