Changing the Welfare System?

I am trying to come up with ideas on what needs to change in the welfare system today. I am talking about public Assistance. If anyone can give like ten ideas that would be great thanks

    Put them to work...well, that sounds easy right?

    Workforce or welfare to work is usually the best way to go. The welfare system doesn't need improvement it needs to be a safety net and not a way of life that gets passed from one generation to another. Food stamps are fine , section 8 helps with housing. But someone should not be able to stay on welfare forever. Education is the way out. Not some poor low level job either. Give them a real education and they will be set.

    Having the welfare recipients passed a drug screen test (urinalysis) before receiving any public assistance.

    Make mum and dad to blame... i.e. If a woman desires to get suggestions for her baby then she could desire to offer the call of the daddy and the gov't will deduct extra suitable out of his paycheck to help pay for her suggestions. this could decrease the irresponsible delivery expenditures.
