If it was the doctor that performed the tendon surgery that you mentioned in a previous Question, you may want to contact your state Board of Medical Licensure and Supervision. (For instance, ours in Oklahoma is called the Oklahoma Board of Medical Licensure and Supervision.) The Board should have a website where you can contact them for a formal complaint. Depending on your state, you may also be able to look up whether this surgeon has ever had action taken against his license. Without knowing your state, I can't suggest further action. (Medical boards do take these complaints seriously, though.)
It doesn't sound as if your tendon surgery was successful; the surgeon should have at least ordered physical therapy if you were still having difficulty with your mobility.
