I have to agree with the other answer, there are ways around this but since we don;t know the operating system in question, or what exactly the IT guys did or did not do, it's not really possible to give a solutiThey will also probably give you a long boring explanation of why they believe that ccleaner shouldn't be used and that unless you can manually edit your registry from memory at the drop of a hat you should do nothing. lol

It was likely disabled for two reasons. First, because CCleaner has a registry cleaner, cookie dumper, and temp file dumper. They probably do not want you doing any of that.
Second, they probably don't like third party software because it lessens the risk. With each program you add on, you add to the attack surface of the computer.

Granting Administrative level permissions to employees is not a good practice, so in my opinion your guys/gals are on the ball.
Permitting users to install applications unrestricted is a huge gamble, and can take hours (maybe days) to fix.
If needed they will take whatever steps needed to clean up a system.

Hard to understand IT thinking. Mine removed Google Toolbar, and Yahoo Toolbar. I think they would prefer you to consult with them about everything first, just to see how it fits with company policy.
