Thick Phlegm in throat?

For a couple of years now I have thick phlegm, in my throat, that is sometimes so hard to come out that I have to pull it out with my finger. Sometimes when I "hack" a phlegm bubble comes out. This can be quite embarassing, especially when at work or at functions. I am not sick, I am not a smoker, I still have my tonsils and adnoids. However, I don't have nasal drip. Any suggestions would be appreciated.

i would say to drink more water and cut out, or greatly reduce, dairy products. i know it sounds weird, but in them military they'd tell us to mix a little table salt with water, place it in the palm of our hand, then snort it up one nostril at a time with some force. it clears up this gagging thing i used to get from mucus. i used to live by the runway and the jet fuel would get in the dorms and stir up allergies and make us mucus monsters.
