Why won't my sister's Toshiba won't go past the loading screen?

When we turn on the computer it gets to the little bar that shows it's loading but it just stays on this screen forever. Please help!!!!

Update:

It is trying to load windows.

    Turn off the computer. Hold down "0" while you turn it on. Keep holding 0. You will get to a "loading files" screen.

    This will reformat the computer.

    If it's trying to load windows, try booting from the recovery disk. If it's trying to load the BIOS, take it to Toshiba for repairs.
