The arcs of Higurashi are largely independent, but the official order, and the order in which the plot makes the most (if any) sense is this:

Watanagashi-hen

Answer arcs:

Tsumihoroboshi-hen

Minagoroshi-hen

Matsuribayashi-hen

The story ends with Matsuribayashi. There are also some side arcs (Utsutsukowashi, Onisarashi, Yoigoshi, Hirukowashi, Kokoroiyashi, Hinageshi) which can be read at any time and are entirely independent. I recommend reading them at the end, though, because there may be spoilers.

There is also Kataribanashi, which is a collection of comics submitted by fans.

You may see the suffix "-hen" at the end of the arc names. "Hen" is Japanese for "chapter".
