Currently, in the storyline, HBK doesn't see that, because he keeps saying, "I have no career," But I believe that he is knows he is a legend in the WWE. I think during the attitude era, he wasn't afraid to tell the world he is a legend. And if he doesn't, I still believe that he sees himself as one of the top wrestlers who set the standards. After each match, he would go backstage and tell the wrestler "TO TOP THAT!!!" But there is no doubt that he is a legend. It might not be in his mind, but to every wrestling fan and wrestler, he is a sure fire legend.

Considering HBK is the best wrestler in the last 20 years (Im not even a fan of his, but it isn't even close), I think he is a legend in everyone's mind, not just his own.

♥ He's the Show Stoppa, Mr Wrestle Mania, and The Heart Break Kid his legend status is locked in. If you mean because he's insistent on going for the streak I think he's looking for a graceful way to bow out amd retire. :)
