Legal question - How do I get my parent declared incompetent?
She is incapable of managing her money, and will soon be destitute if not stopped. If I try to stop her, how do I go about it and how long does the process take? I'm afraid it's already too late and she will be unable to keep her apartment. She will have to go on public assistance as I do not have the money to help her.

There is a difference between incompetent and wasteful. If you really think she doesn't have all her wits about her, call your county public guardian and explain the situation.

You need to hire an attorney and petition the court. You'll need documentation to prove this person is incapable of managing his or her finances.
