What does the verse "...fear is the heart of love," mean?

That people do good things out of fear of the consequences, but I'm not sure why it says heart of love. Maybe because people perceived to be "good" are often more loved by others, maybe it is referring to good actions supposedly being love of god, or maybe its purely meant to sound interesting.
Regardless it is being cynical and trying to sell you a feeling of rebellion.
