I keep getting mail for people that don't live here!?

I have lived at this address for the past 2 years or so. I am constantly getting mail for other people! Sometimes it's just junk, but there are the occasion's that it's a letter from an actual person. Once there was a small package! How do I make this stop? Writing 'No longer living here" on the envelopes and sending them back isn't working. What can I do?

Update:

I have done all that. I don't want to keep receiving the mail! I don't want to worry about checking through my mail to make sure it is all mine!

    See your post office and ask them if they can block that persons mail

    you can try writing "Return To Sender" and putting an arrow toward the return address. It ends up shipping back to whoever sent it for them to figure out the new address.
