When buying clothes, should I accomodate height or weight?

I'm shopping for my daughter. She is 1 and in the 6-9 month size weight-wise, but 18-24 month size height wise. Is it better for clothes to be too baggy... or too short?

    Best advice I could give as the mommy of a very tall & lanky 2YO: DO NOT buy any pants without the internal belt! I check inside for the belt before I even look to see if I like them! Elastic is also easy to snip and and then stitch. Plus, buy buying them long enough and bigger than needed in the waist, they last a few seasons longer....

    It's ok to buy a size up but not much more than that. Especially because she is 1, she'll be moving around so much and baggy clothes may get in the way. For example, my cousin has some dresses that are too long and when she was in the early walking stages, the long dresses would cause her to trip. She didn't get hurt or anything, it just seemed to frustrate her a bit. So yeah, slight bagginess is ok, as is slight shortness, but nothing too extreme.

    Tops and dresses buy to accommodate height, shorts, trousers and skirts buy to accommodate the waist.

    For shorts and trousers only buy the ones with the adjustable waistband, usually if you look inside the waistband there will be buttons and a bit of elastic that you can pull and loop over the buttons to make it smaller.

    I have a friend with a five year old daughter who is skinnier around the waist than my eleven month old, I'm always making clothes for her with the help of my MIL(who's teaching me) so that I can practice my sewing in a way that it doesn't matter if I stuff it up!

    too baggy cause she will grow into them, saving you $$ on new clothes. My son needs short pants but big tops so I get sets with long pants and roll them up.

    Baggy is better than to short.

    Too short will not fit. Too baggy will.
