How many teams do you think currently have a QB that can lead them to a championship?
I say exactly half (16).
Pittsburgh
Baltimore
Cincinnati
New England
NY Jets
San Diego
Indianapolis
Houston
Green Bay
Minnesota (assuming Favre returns)
Detroit
Atlanta
New Orleans
Philadelphia
NY Giants
Dallas
PS - This assumes the team has an adequate supporting cast around them for it to happen (that's why I include Detroit, for example).

Let me see...
The Quarterbacks I'm sure can win a Superbowl...
Peyton Manning
Drew Brees
Tom Brady
Ben Roethlisberger
Eli Manning
The QBs I think can... (maybe have something working against them)
Matt Ryan (Young)
Flacco (young)
Phillip Rivers (He hasn't, but I don't see why he can't)
Donovan McNabb (age)
Brett Favre (really has age working against him... the NFL season is as they say, a marathon)
Carson Palmer
QBs I wouldn't be suprised, (have the skills) but I don't think will ever win a super bowl...
Tony Romo
Jay Cutler
QBs still too young to tell
Mark Sanchez
Matthew Stafford
That leaves 19 teams that should be actively looking to improve at the Quarterback position.

I have 16, too, though mine differ slightly from yours.
New England
NY Jets
Baltimore
Cincinnati
Pittsburgh
Houston
Indianapolis
Tennessee
San Diego
Dallas
NY Giants
Philadelphia
Green Bay
Minnesota
Atlanta
New Orleans
I excluded Detroit because, too be honest, Matthew Stafford has yet to actually prove that he can lead his team to a championship. This is not to imply that Stafford as of right now cannot, but rather he has yet to prove that. His injury last year is a big part of that.
In turn for Detroit, I added Vince Young and Tennessee. Last year's awful start has them pegged in the public's view as a cellar-dweller, when in fact all it was was a terrible surprise. Vince Young eventually reclaimed the starting role and the Titans won game after game just barely missing the playoffs after starting 0-6. If were going to say the likes of Joe Flacco and Mark Sanchez are capable of winning championships, then Vince Young needs to be included in the conversation, too, as he is without a doubt on the same tier with those two signal callers if not higher.

I know people doesn't like Cutler, but he just had 1 bad year last year and is a probowl QB.

Your PS in the additional comments is the most important. I agree with most of your choices. Sadly, I am a Charger fan. They will never win the big one because they don't have the will to win. They always fall apart in the big game. The QB can be great but the team will to win has to there. Pittsburg, Cincinnati, the Jets, San Diego,, Houston, Green Bay, Detroit, Philadelphia, and the Giants do not seem to have the will to win. Or, should we talk about the coaches. If owned the Chargers I would fire Norv Turner in a nano-second. His decisions take the spirit of winning to a new low.

I do agree with your list. Let`s see if mine comes out to be the same:
1. Colts
2. Pats
3. Eagles
4. Jets
5. Steelers (Pending on if Ben returns)
6. Ravens
7. Titans (The Vince Young and Chris Johnson combo could go far)
8. Texans (I`m liking their chances for playoffs this year)
9. Vikings (Don`t think they have that good of a chance if Favre doesn`t come back)
10. Giants
11. Chargers
12. Cowboys
San Diego, Dallas, and Philly have to prove they can get over the playoff failures first, but they do have the talent to get to the big game.

I'd say less than half the league (13 teams) has a quarterback that is capable of leading a team to a Super Bowl:
Patriots
Colts
Chargers
Packers
Falcons
Ravens
Texans
Steelers (depending on Roethlisberger's situation)
Bengals
Saints
Vikings (depending on Favre)
Giants
Eagles

I think your list is pretty accurate. I like the way you phrased it as "Lead" because for some reason many fans believe QBs win SBs.
To add, I am making a Bold statement that if the 49ers OC can put together a paybook designed for the QB's strength AND bolster the weak O-line in the draft, Alex Smith might rise into that list. Smith has never had an OC for more than a year and has worked with one of the worst supporting players in 49er history.
Thumbs up to those who agree.

I'm sorry, but if Ben Roethlisberger can win 2 and Trent Dilfer can win 1, I just refuse to believe that QB greatness is the absolute key.
