i have twin brothers. both boys. but on their first birthday we did for a party just a bouncy castle and had family around

although for gifts here are some ideas

    non messy and fun:

and my brothers and anyone that comes round loves this

and an extra seat for the other

and that was it and they still adore both presents and they are now almost 5!

Don't buy them the same gift. Even though they are twins, they have different personalities, so buy each of them a gift according to their personalities.

My son Shaun is a very active little guy and he loves crawling/walking around, so I bought him a car toy set- Its basically a toy ambulance, police car and firetruck. It costed about 15 $. My other son Owen loves building/arranging things and taking them apart, so I bought him a box of Lego (duplo) which costed about 12 $. Even though he was not very good at it, it entertained him for hours. And I bought a soft soccer ball about 5$, just for them to share. In the end though, all the toys were shared anyways, so it was a pretty good deal.

Don't stress the twin part. I know twins have something special they share but they will get enough "twin" attention. i would get them each something different to express the unique part of their personalities.
