There was a DC hero called Gangbuster,a long time ago. he operated out of Metropolis. i don't know whatever happened with the character.

DC's Anarky. Was a Batman villain. He had a series, 7 or 8 years ago that lasted 8 issues, and a limited series. That was his primary focus.
