it's NOT but:
employees who are NOT tend to change jobs often and do NOT see the normal promotions and advancements for any job........
employers who are NOT tend to have high employee turnover and low productivity which directly affects the companies profitability........
so it is NOT a requirement, as you imply it is, BUT it is an appropriate and effective way to run a business and/or to see personal growth in a job/career.
