I found the first in a book, but shouldn't it be "Whom did Emma telephone?"

Whom is correct.
However in regular conversation it is common for little inconsistencies to appear. Or sloppiness!

Who is correct. A "who" needs to be in place before a whom could appear. Since Emma (not you, he or she) the subject is identified, the unidentified object now switches to be the subject. If you,he or she is used instead, then whom shall be correct b'coz he/she/you is still not clear from who's who.
