You have costumers? I want to go to a bar with people who design costumes.
You can make your bar work by meeting the need of the customers. Check your clientele. You need to match your liquor to their demands. If they are upper class, you need to purchase more wines and high end liquor. If they are everyday folk, then offer a nice selection of beers on tap.

a promotion ? like what?
where is your bar?
'Filling' you mean Feeling?
who do you have working for you?
how is your bar decorated?
just tables and chairs or padded booths?
do you offer snacks - nuts - munchies?
who are your customers young adults - seniors?
how sociable are you and your staff?
Do you ask your customers and staff for improvements?
